If a character is wet in cold weather, would that be a modifier in and of itself? Or would that only apply to the temperature? I am also curious on the reverse situation: being wet in the heat.

Both of these would be dependent on the GM to determine based on the specific situation. As noted under Trait Tests, "It’s up to the GM to determine any modifiers for more subjective tasks, such as spotting an ambush or eavesdropping on a conversation through a door."
Being wet in the cold is almost like negative insulation, so applying a commensurate penalty equivalent to having insulation (warm clothes) or just negating their bonus could apply. In a hot situation, a character immersed in water s likely dealing with a lower temperature since water tends to be lower in temperature than the surrounding environment.
Either way, ultimately it's up to the GM to determine the game effect based on common sense and keeping the game fun.
