The rules state that the range. The brackets should be multiplied by 2.5 for battles off the tabletop. Does this mean these adjustments should be made if one does not use a battle map or miniatures, or is it revering to cases where direct conflict is not involved and action cards are not being distributed for initiative. Such as using firearms to try to take down an unaware guard. Sorry if my wording is confusing.

Actually, the rules state that if you need to know the "real world" range of a weapon to multiply them by 2.5, and using that for a battle that doesn't take place on the table-top might be an example of that need. That's slightly different from the rules stating that the brackets should be multiplied by 2.5 for battles off the table-top.

Basically that number is there simply to give an idea of what kind of distance might be "realistic" if a GM wanted to know and perhaps use it in a game for whatever reason they might have, but there is no "official" reason in the core game mechanics to ever use that conversion.

And even if it was used, then the rule on changing scale under Distance in the Combat section (pg. 64 of SWD) would apply where the effect would apply to both weapon range and movement, so the ratios would remain exactly the same with zero impact on game play other than descriptively.

It's also not used for gaming without minis as the section on Games Without Miniatures (pg. 65 of SWD) presumes that the scale remains the same in those uses as noted in the explanation of distance there where it just converts inches to yards using the same scale as table-top play.

Again, it's just informative not a "rule." Hope that helps.
