If a martial artist attacks someone in melee who had just been shooting a rifle, would the rifleman be considered Armed or Unarmed?
I know it can be used as a club, thus granting Armed, but what if the martial artist attacked before the rifleman was able to declare he was going to switch to melee with the rifle?

Well, first off, there's no rule about having to "declare" how a weapon is being used unless it actually pertains to the action of using it.
Really though, this simply falls under the Improvised Weapon rules as noted under their description <italics added>, "And sometimes characters find themselves using existing weapons in improvised ways, defending with a ranged weapon in melee..."
So someone with a rifle in hand would effectively have an improvised weapon if attacked in melee, reducing their Parry by 1. _________________ Clint Black
