Unstable Platform is defined in two places in the SWD. On page 87 (softcover edition), it applies to "a ranged attack", and I have read the FAQ responses indicating it applies to throwing, spellcasting, etc. even though the description reads -2 Shooting. I believe I am clear on that.
However, on page 115, the Unstable Platform rule reads: '...suffers a -2 penalty to any "fine" physical skill such as Fighting and Shooting. [...] Note that Steady Hands edge eliminates this penalty.'
So if players are fighting hand to hand on the deck of a ship, do they suffer the unstable penalty to the Fighting roll?
If they do, does Steady Hands eliminate that penalty, seeing as the actual edge reads:' ... ignores the "unstable platform" penalty for firing...'
(and not for fighting)? |

Nope. Note that the quote from page 115 comes from the Vehicle rules section, specifically under the part on vehicle combat that says above <italics added>, "Combat between vehicles and their crews works just like regular combat but with two additional modifiers."
So two characters would not suffer the penalty if they were on the same ship (or other vehicle), but if a guy hanging off a car tries to use Fighting to hit a guy on another car beside him, then he would suffer the penalty.
Note that this only applies to vehicles, not mounted combat which has its own specific rules for Fighting attacks.
