in the book the order is:
1. Race
2. Traits
3. Edges and hinderances
4. Gear
5. Background Details

But in order to create some of the novices like Gadgeteer you'd need to choose your edge first so you could put points into your weird science arcane background.

Can you do the steps out of order?

Sure, nothing says they have to be done in order. Really, they are just steps of the overall process of character creation. Nothing is set in stone until the whole thing is finished, so even if done in order, if an later choice alters an earlier one, there's no problem going back and changing it.
