Edge or Power to start a round on Hold?

This one's just kind of a spitball for handling really wired reflexes or some type of temporal manipulation, but how would one price something like Danger Sense (e.g., allowing you to start a surprise round on Hold) except that the power works in any round? Essentially you'd spend the power points before the draw and make your Skill roll (or, in the Edge case, make say an Agility roll) and, if successful, start the round on Hold. This is of course pretty potent but used as a power would be limited by Power Points (secondary question: appropriate cost? I would think 2 since it's really only affecting the one round and would presumably negate your ability to use another power that same round); as an Edge, it would be a bit harder to balance. I don't really like to charge bennies for Edge use but it's a possibility. Otherwise, maybe the Agility roll at -2 or even -4 would ensure it doesn't happen every round. I'd assume you'd treat your card(s) as normal if you didn't make your Agility roll.

Thoughts?

Not sure it is worth it to never draw a Joker. Better to stick with Level-Headed and Quick.

Getting the Joker is great, no doubt; so assume you get dealt in even if you make the roll. You're just considered to start on Hold regardless of the card; in this case, you could still pull a Joker, and you'd still get Quick and Level-Headed. How about in that case?
