I am just starting to learn Savage Worlds and have a question on a NPC in one of the settings. He has Gear: Chain Shirt (+2). Does the +2 equate to the amount of armor that item provides or what?

Most likely, yes. If it's a Pinnacle product (or a licensee who uses the same stat block format), then +2 is the typical Armor rating for chain.
Again, using our stat block, that +2 would already be included in the listed Toughness of the NPC/creature with a designation of something like X (2).
Where X is the NPC's full Toughness including Armor and the 2 in parentheses notes how much of that Toughness comes from Armor (in this case, the listed Chain Shirt in their Gear).
