Simply being unattractive does not make someone more intimidating. As above, if the character wants a bonus to Intimidate for a negative Charisma, then they would need an Edge to gain that benefit (like the Reputation Edge in Deadlands). Hindrances don't provide inherent benefits unless specifically stated in their description.

Now, if a Bloodthirsty character decided to shoot one prisoner to Intimidate another, then the GM could provide a situational bonus as described under Tests of Will, but the Charisma penalty for the Hindrance would not directly impact the roll one way or the other.

Yep, it applies to getting info from people regardless of type. For instance, in a more modern setting, it could be called Networking.
