I know its a bit weird, but I told my group that if I ever played again, and am not Gm'ing, I'd play as Rocket Racoon!!! How would you stat this guy up?

Intelligent Raccoon: Small, low-light vision, keen nose (+2 notice for smell), +2 to resist Fatigue.
Everything after that is the character. Ambidextrous, Two-fisted, Marksman, Ace, and so forth. _________________ "Got a problem? I've got the solution: Rocket Launcher."

I'm on board for most of this, but why +2 to resist fatigue? Small is -2, and Keen senses and Dark Vision are +1 each, so they balance each other out, it races can have between +2 and +4 and still be balanced, according to the SWD. I might go with d6 in Climbing, and maybe +4 to resist cold (fur coat). Heh. I actually wrote up a "Rocket Raccoon" pre-gen character sheet for a Slipstream convention scenario. (I had a number of "space heroes" such as Buck Rogers, Flash Gordon, Commando Cody, Captain Video, etc., and threw in "Rocket Raccoon" largely just because I had a HeroClix mini for him.) However, that probably wouldn't be of much practical use to you since I just threw something together based more on the needs for a PC group rather than an "authentic" treatment of Rocket Raccoon.
But, just thought I'd note, on the OFF chance you didn't already know about the miniature, there's one in the "Hammer of Thor" set -- #28, "Rocket Raccoon" (depicted holding a single pistol).

Because raccoons are, beyond anything else, survivors.
+2 to resist Disease, bad food, bad weather, starvation, thirst, etc. is a big deal, and a cool ability.
As for total balance, humans are a +2 race (free edge). My raccoon variant is a +2 race (+1 low-light vision, +1 keen nose, +2 Staying Alive, -2 small). So, the free human edge is replaced with Intelligent Raccoon. _________________ "Got a problem? I've got the solution: Rocket Launcher."
