The book suggests that the only way to get a sealed manifest (and be safe from Privateers) is to get a Supers tattoo at one of the Great Ports.

Which cities are considered Great Ports? I am assuming the bare minimum would be Baltimus, Kiera and New Madrid.

Are there any other towns? I assume that Deiking might be an alternate port.

It's just those first three. Check page 42, the first two paragraphs under Shipping.
