Can a vampire get around the sun problem by covering up so the suns rays are not thouching it? Like covering up like the vamps in blade 3 did.

Recently i've been watching this show called the Vampire Diaries on DVD. Many of the vampires in thaqt show have found a way around the 'sunlight' problem through magic rings and the like. In the deadlands universe who's to say the same thing couldn't happen? I like certain things they've done with vampires. An herb that can harm or kill a vamp is nice. The vamps are ok as long as they aren't in direct sunlight for the most part, and there is a difference between the vampires who feed on animals and those who feed on humans.

As far as the blade trinity solution goes...I donno. Definately not in the Weird West setting unless maybe one of them was a mad scientist to create a suit like that. In an apocalypse setting...eh maybe.

In classic (RVC II) they included rules for vampire characters as well as the baddest vamp of them off Vlad "There-is-no-life-in-this-body" Dracula. Draculas stats made up two pages (not dual stat'ed) and included the ability to function at reduced power in daylight. A similar power was available to PC and NPC vampire characters reducing the amount of damage taken each round. The edge was named: Daywalker.
You could easily device a similar power for RL, -2 ST, V, A, -4 because of light glare, perhaps even introducing an Improved version of it.

Me, I wouldn't. Vampires are beaucoup powerful and perhaps the only thing limiting them in the Deadlands metaphysics is their allergy to the sun.
But that's just me

This.

Magic rings or a weird science sunscreen would fit fine.

Historical note. In the original folklore, I don't think vampires had a sun allergy. Even in Bram Stoker's famous book, Dracula, Dracula is able to move about in the sun, albeit without all of his powers. It was the film Nosferatu that added in the sun allergy which is now assumed to be part of vampire weaknesses.

A vampire I once created as an NPC in DLR had great power at night (shapeshifting etc), but during the day was more or less a normal human being.

Depends on how Weird you wanna go.

My big bad is a vampire Mad Scientist who built a steampunk mecha that houses his coffin.

In Sesame Wyoming I had the count from "Pennsylvania" claim to have week eyes and be affected by vapors and humers so he rarely went out and of course never in sunlight, he might once or twice a month be seen inside near sundown but only in his parlor with the curtains drawn.

If he had to travel he would use a couch with smoked glass windows and bundle up

In fact in my mind he looked a lot like the new Bart from the dark shadows movie

sure you can make it so vampires are able to walk in sun light. but two things, make sure you don't make them strong to sanctify or holy, and also here the clincher running water. when in water or over it make them become a towns folk except all stats are at minus 2.

I'd go with the "looses all supernaturalness" route.
