Would a spellcaster casting a bolt into a melee be subject to the Innocent Bystander Rule if he rolled a "1" on his spellcasting check? Would such an instance be any different than a person firing into a melee with a gun?

Up to the GM whether it applies to the attack roll for Spellcasting since the rule only specifies Shooting and Throwing. The complexity of it may not make it worthwhile.
It is theoretically possible, but typically only for a Wild Card since the caster has to roll a 1 on the Trait die, which would normally result in the power failing to activate at all, and thus it would take the Wild Die successfully activating the power, but simultaneously missing the attack roll for all the conditions for Innocent Bystander to be met (not counting whether it's dramatically appropriate).
Short version, the spellcaster rolls for Bolt and gets a 1 on the Spellcasting die and a 5 on the Wild Die. The power activates, but due to a -2 range penalty (resulting in a 3 for attack purposes), the attack would miss and Innocent Bystander could kick in.
It's such a specialized case, it might just be easier to have it come up on a critical failure where the GM can have anything happen. _________________ Clint Black
