I did a search and found that AoEs can now get extra damage on a raise, and that the Burst power can get a bonus damage for a raise on the spellcasting roll:

Does this also apply to Bolt now as well?

Well, it has always applied to Bolt. It's based off the attack roll result of course (meaning after all attack modifiers are applied like range and cover), not the base arcane skill roll.
