One of my players wanted to know if the "reroll any roll" clause of the Legend Chip would allow him to force a reroll for an NPC. Could he, for instance, turn a hit with a raise directed at him into a miss?

Any roll is any roll. But it is just a reroll. So he could spend the Legend Chip to force a reroll of an attack on him, but the reroll isn't guaranteed to miss, in fact it could roll another hit with a raise.
