A major hindrance is worth a -2 ability; however, a -2 to Charisma is only worth a -1 ability. So which would the Outsider Hindrance fall under? It seems to imply that because it is a Hindrance that it is a -2 ability; however, its effect is a -2 Charisma which would make it a -1 ability. Which one of these two costs would it be?

Not sure which book is being referenced, but likely doesn't matter as I believe this applies to all of them.

Outsider is a Minor Hindrance, not a Major one, and Minor Hindrances (or their equivalent) are worth the same -1 as a -2 Charisma. To my knowledge, that's in all the race creation lists we've published.
