Several Creatures have +2 to toughness listed. Does this go on top of the toughness that's listed?

If a character has a toughness of 7+2 and a wild card rolls a nine that is shaken and an eleven would be a wound. Right?

If we're talking about an ability like Undead that grants a +2 to Toughness, then that's already figured into the listed Toughness.

In general, the Toughness for a creature lists it's full normal value with possibly a number in parentheses noting how much of it comes from armor (for the sake of armor piercing or ways to bypass armor). So a listing of 9 (2) means the creature has a normal Toughness of 9 where 2 points comes from armor (so an AP 2 weapon would face Toughness 7).

Toughness should just be a flat number, either 7 or 9.

If it's a 7, then a roll of 7 to 10 would cause a Shaken, and a roll of 11 to 14 would cause a wound. If Toughness was 9, then both the 9 and 11 would cause a Shaken; it would take a 13 (4 points higher than 9) to cause a wound. Both examples presume a currently un-Shaken target.
