Greetings Clint,
Question re: the innocent bystander rule. I know it has come up before, but the conviction of the GM made me have to question it again.
Please let me know if I got any of the scenarios wrong:
Shooter with a Pistol:
Shooting Die:1 - Wild Die 5 (without modifiers for cover, lighting, MAP, etc.) - this equals a hit on target as the Wild Die replaces the Shooting Die, and thus no innocent bystander rule.
Shooting Die:1 - Wild Die 2 - this is a miss on the target - this could trigger the innocent bystander rule.
Shooting Die:1 - Wild Die 4, but due to cover/lighting/etc. ends at a 3 - this is a miss and thus could trigger the innocent bystander rule.
Shooting Die:5 - Wild Die 1, no modifiers here - this is a hit and thus does not trigger the innocent bystander rule
Shooting Die:3 - Wild Die 1, no modifiers here - this is a miss, but because the shooting die is not a 1, then no innocent bystander rule
Shooting Die:3 - modifiers take it to a 1 - Wild Die 1 - this is a miss, but because the shooting die is not a 1 (only a modified 1), the no innocent bystander rule.
Shooter with a Shotgun firing Shot (not slug)
Shooting die 2 +2 for shot makes it a 4 , Wild Die is a 1 +2 for the shot so a 3 - The 4 is a hit, so does not trigger the innocent bystander rule.
Shooting die 1 +2 for a 3, Wild Die a 2 +2 for a 4. The 4 hits, so does not trigger the innocent bystander rule.
So in short a shotgun with shot, should only trigger innocent bystander on double 1's assuming no modifiers. Add in modifiers for lighting, cover, and then obviously the odds increase per penalty. But should only hit an innocent bystander if the shooting die is a 1 or 2 AND the wild die is low enough that neither hits.
Shooter with Auto Fire weapon ROF 3
Shooting Dice: 1 or 2,1 or 2,1 or 2 - Wild Die 5 - this would be 1 hit on target (from the Wild Die) and 2 potential innocent bystanders
Shooting Dice: 1 or 2,3,5 - Wild Die 1 or 2 - This would also be 1 hit on the target (the 5), but only 1 innocent bystander (the 1 or 2 on the shooting dice).
Shooting Dice: 3,4,5 - Wild Die 1 or 2 - One hit on target (5), no innocent bystanders
Shooting Dice: 1,5,5 - Wild Die 5 - 3 hits (all the 5s) and no innocent bystander as the Wild Die 5 replaces the 1.
I found these threads that seem to back my perception, but as I said the conviction of the GM made me want to double check.

Next question is re: Allies giving cover, so if an ally grants cover to a target (lets say partial cover for -2 to hit) and the shooter misses because of the cover, does the Ally get shot, as the ally was acting as an unintentional obstacle?
And what would the Obstacle Toughness be for this effect - would it be the Ally's total toughness, and thus would the ally be at least shaken, wounded, or no effect?
Example: Bob is shooting Bad Man Jack while Percy (toughness 6 with armor) is in the way, providing a -2 to Bobs shooting roll.
Bob rolls a 5, this would normally hit, but because of Percy being in the way this becomes a 3 and misses, but according to the obstacle rules, Percy would be shot instead, as Bob missed only because of the cover.
Let us assume Bob does roll 18 points of damage- normally if a Percy was a wall -that toughness 6 would be removed from the shot and the remaining 12 damage would be applied to Jack. But Percy is a person, so what happens here?
Percy is shaken (only the 6 points is applied and 12 goes through), Percy is wounded (all 18 apply to Percy) or because how Cover, Players, and Obstacles work (basically saying players can act as cover, but not as obstacles) the shot is just a miss and Percy lives to see another day?

"Officially" correct, though I have stated before that a GM could rule that a shotgun that rolls a 1 or 2 and only hits due to the +2 bonus, hit both the original target and an innocent bystander due to the nature of a shotgun.

Well, the ally may be cover but he isn't exactly an "obstacle" since he isn't an inanimate object. But if the attack misses due to the cover he provides, then he'd be hit.

Again, he's not an "obstacle," so he'd take damage as if he was hit by the attack normally (since he was).
As far as his Toughness, yeah, it would likely be his Toughness (barring perhaps some kind of Called Shot effect).

I would probably go with two rolls there (especially if dealing with two Wild Cards). Damage rolls aren't just how much force is created but how it affects the specific target hit. To use the same example, the bullet could graze Percy's shoulder (low damage) but hit Jack in a major artery (big damage). Or the reverse could happen.
So roll damage against Percy, and then roll it for Bad Man Jack counting Percy's Toughness as additional Armor.
Hope that covers everything, but one last thing just to be clear, if the GM wants to run it differently to create a different feel for the game, he obviously can. Nothing is really written in stone. _________________ Clint Black
