A friend and I have been working on our own Savage Worlds setting through facebook by editing documents in a private "group" we set up. I'm moving soon, to my brother's house, and apparently his internet connection "has issues with facebook"... that combined with how often facebook changes things around has led me to pursue a new site where we could collaborate together.
The features I like about the facebook group are
- Being able to just post a comment to the wall when we get a new idea
- The ability to post pictures I find inspirational or relevant to the setting
- Having documents that can be edited by both of us
So does anyone know of any websites out there that let you build your own sites for free, with similar features? The most important would be private documents!

If you have your own web hosting, MediaWiki (e.g. Wikipedia) is easy to install and works well.
Try Google+ too. It hasn't got as many features as FaceBook but isn't as obnoxious either.

| Google Docs works well. Our you can share files through Dropbox. Other ideas would be: Obsidian Portal or Shutterfly Sites. I used to use Shutterfly Sites for my gaming needs before I discovered Obsidian Portal. For constructing something like you're talking about, one of them would work very well. |

Wikispaces.
It has a number of advantages. First, you can organize (and re-organize) your site and setting's layout. Every page is as freely editable as you want.
You can Create some "brainstorming" pages for tossing out new ideas, new photos, etc.

Since the OP did not specify free, I would point out that hosted SharePoint sites have dramatically dropped in price. I use these guys

For $9/month, it gives my group everything I need, plus I can create sub-sites for one-shots run through my FLGS and just dump them when done.
edit:not that anyone would use time and resources at work for non-work activities, if you happened to be somewhere that had proxy restrictions in place, obsidian portal and epic words both are tagged as "game" sites, where commercially hosted SharePoint sites are not. |

| Google Docs (or Google Drive as it is known now) really is a great option. You can leave comments on the docs which will help document development. You can set it so both of you can easily edit. Posting pictures is a little more difficult, but you can still post and share it with your friend and leave comments just like other documents. |
