If I were to add something more significant to the standard backlash rules, like increasing their likelihood or severity, a la Dark Heresy or Desolation, what changes if any would I need to make to the cost of the affected arcane backgrounds? That is, I've made the arcane "worse," but the 5 EP cost was based on the standard backlash.

You can't really decrease the cost to less than one advance, but you could have the AB provide more to make up for the increased downside.

But it's hard to answer the question of what specifically to add without knowing what specifically is worse about the backlash, how much more often it occurs and how bad it is comparatively.

As an example though, you can get worse Backlash just by using the No Power Points Setting Rule.
