I hope I don't sound stupid but I have read & re-read the passage of Total Power (under Inherent Power on page 9 of the SPC) I just don't understand what it means in regards to starting heroes in a Standard Comic book campaign.

Based on how the edge AB Superpowers works here, the heroes get 10 powerpoints to buy their powers, then when they take Hindrances (including the use of Super Karma) they can have the Power Points Edge three times, thus granting up to 15 more points for a total of 25 pps. However on page 7 it states you can only have the Power Points Edge once per Rank including the Novice Rank.

So does Total power mean you ignore the one Power point Edge per Rank rule when you begin the campaign, or does it mean something else I am not getting?

It means something else. As it says, "With this option, the characters have their full powers at the beginning of the campaign." So there is no use of the Power Points Edge at all.

Instead, "the GM provides a total number of Power Points for the characters to use." Where that total "could be as low as 5 or 10 for characters that are basically super-normals up to 60 for ultra powerful characters."

So the character have all their powers from the beginning of the game, which don't change or alter. The characters still gain advances but just use them as per the normal rules.
