I'm the line artist for ICONS, and I'm also an artist for lots of other companies.

I'm looking for projects for the summer, something supplement sized. I'm willing to do all of the interiors as well as the cover for 250USD.

Another option you may think of (this one's a stretch) is Gamedev.net They are for computer game developers, but they do have a help wanted section and you might be able to find use for your talents there as well.
