SWD 104p states that each super power is it's own skill.

When I buy the "New Power" Edge (38p), do I have to wait until my next advance to buy the new Super Power's Skill, before I can use the power?

Or does the "New Power" Edge assume I have the new power at d4, free of charge?

Can you please clarify this in future printings / pdfs of DELUXE and TEST DRIVE.

Well, the character does not have to wait before it could be used, as the power could be activated untrained (at the -2 penalty). The character would have to wait a couple of sessions until the next advance to buy the skill for the new power at a d4.

We hope to have avoided assuming anything in writing the rules, precisely so we do not have to state something not in the rules isn't in the rules. If that makes sense.

Anyway, since nothing states the skill is gained for free, it's gained like any other skill (though at a somewhat reduced "cost" with no linked Attribute).

Hope that helps and clarifies.
