From the text of the power it talks about being able to re-roll on tables, provided it's something your player needs to roll, so I take this to mean YES, if you're rolling for a Junker-made device and have pluck, you may re-roll your d20. Just wanted to see if someone has better knowledge than me.

Since it works for any roll the player caused (or would normally roll), and rolling reliability for something the player character activated would definitely be in that category, the answer is yes.

Once per session, per level, you can reroll a given die. Not that the result will be any different (I've seen way too many ones and twenties in a row to think that a different result is guaranteed) but you do get the reroll.
