Say, a Dragon (Huge) wants to Push (p. 76) a Pixie (Small, Scamper).
Due to their difference in the categories Small/Huge, an attack by the Dragon on the Pixie would suffer a penalty of -6 and with Scamper (FC) the penalty is even higher: -7.
However: Push, p. 76, does not explicitly state that a successful attack is necessary to initiate a Push:

To push a foe, the attacker and the target make opposed Strength rolls.
I figure, a Dragon's scaly hide qualifies him for a "Shield Bash", which results in a tasty Pixie-squish (don't bother with the dice), unless our unfortunate but nimble Pixie somehow get's a chance to elude her fate.
Simply asking: is a successful attack-roll necessary to initiate a Push?
