So I’m creating an NPC villain for my upcoming game – it’s a Beauty and the Beast concept. She is a demure, innocent looking girl who can transform into a hulking great beast. In human form the girl has no powers at all other than to shapeshift – it is the monster that is to have all the power points invested into it.
So, I start with Animal Control: Large Creature (5) and add Shapeshifter (5) and Unique (half) = Total 5 pts but the Shapeshifter modifier states that I cannot now use any other modifier of the Animal Control power, which includes the ability to spend power points on the creature.
Now I can see that taking the stats of a large feral creature (a large bear for example) as the base for the monster gives some big bonuses, such as to Strength for example, and spending PPs to increaser this further becomes unbalanced in comparison to other characters - but still, I have power points to burn and I want to spend them on taking things like a melee attack with razor-sharp claws for example.
So, how should I go about creating my Beauty and the Beast character? |

Not exactly a question of "how does X rule work," but in a way it is, so I will cover that aspect here.
It's an NPC, and by the rules, they are not built using the rules for making player characters. As it says in the core rulebook...
"Consider this Game Master’s Rule #1 when it comes to NPCs: Don’t “design” them!
Don’t create your NPCs with the character creation rules. Just give them what you think they ought to have in their various skills and attributes and move on."
I know the characters in the Rogue's Gallery portion of the SPC are built using the rules for players, but as it says there, that's so they can be used as pregenerated characters as well as opposition. It isn't meant to imply that a character specifically designed by the GM as an NPC would be built the same way.
So to build this character, simply write up the stats she has in Beauty form and the stats for Beast form, and you're done.
And if it was for a PC, I probably wouldn't use Animal Control and Shapechanger anyway; I'd point out the two character option of the Gimmick Hindrance.  _________________ Clint Black
