Hey, what do you wanna bet the writers aren't 10 year olds...
Anyway, when Steve Jackson put together his version of Bunnies and Burrows, he specifically made the rabbits have what would be "normal human" stats. Humans, if you ever met one, were jacked up almost off the scale. This was because the game revolved around the rabbits and everything was based off that. That's how I would treat this.
I would basically make sure all the adventures glossed manual dexterity; no numeric keypads!
BTW, I've been scouring the net for any tiny ponies but the only ones I've seen halfway suitable is the Petite line, which have turned into super collectables and are priced ridiculously high! I'm looking for and inch or so high.

Well really this all started as an exercise in using the Race Creation rules in the Fantasy Companion to see if I could stat up the three pony types in the show. I never really gave any serious consideration to actually running anything until this thread sort of took off.
I used the One Arm Hindrance and renamed it Hooves in order to get a -2 modifier that would balance out the +2 modifier for having a base Pace of 10.
I know I could just give everypony a higher base Pace as a freebie and just drop the Hooves hindrance altogether. In a one-shot Convention game like I'm thinking about, I agree that that's probably the way to go.
If you're really considering running something with this and don't want to deal with the Hooves hindrance, please don't feel bound by what I've come up with.

Actually, still thinking of the ponies as the base creature, I would give them only a normal pace 6, and base all other critters off that. That way someone could take FleetFooted.

Why couldn't they take Fleet-Footed as I have them? They don't get it as a bonus Edge, they just have a higher base Pace with a d6 Running die.
I gave them a higher base Pace to start off with because even though they're the default they're still ponies. Compared to normal animals and monsters, I figure they'd still be able to move pretty fast if need be.
I built the pony types by comparing what was available in the race creation rules to the stats for Horses in the core book, keeping in mind that pegasi can fly and unicorns have innate magic. (As a matter of fact, the Str+d4 of a war horse's hoof attack was the basis for the War Pony edge I created for this.)
The other advantages and disadvantages came about because I wanted them to be faster than normal to help reflect the fact that they're ponies, but I also wanted them to balance out according to the race creation rules. If I made them faster than Pace 6, I had to add something that hindered them in some way. Thus, the Hooves disadvantage. That's also why pegasi have a -1 to Toughness; that balances out the fact that they can walk on clouds, something that no other pony can do without magic.
All things considered, I certainly see your point. I guess we can chalk this up to differences in design philosophy. I'm just coming at the concept from a different angle.

Annnnd... I also named that advantage Fleet-Footed, which is the same name as an edge. I should probably call it something else to avoid confusion.

That's part of it, but I was only thinking that if you have a "baseline" creature, you give it standard stats and change everything else to accomodate it.
If you give something a higher speed when they are either alone or with their own kind, does it really have a higher speed, or is it an illusion...
Although Valhalla may have a point and I missed something along the way.
Do only the Earth Ponies have the higher Pace, to offset the special capabilities of the pegasii and unicorns?
EDIT: Actually, rethinking it has me agreeing. Ponies should be inherently faster being of running stock. But I think pegasii and unicorns should have Pace 8 and Earth Ponies should have Pace 10.

Okay, that was great.
Hmm. It's about time for me to register my game schedule for Necro 2011. How big are those McDonald's Happy Meal Ponies? I suppose I could always make some custom flats. It'd be tempting to run a short, warped "MLP"-inspired game (2 hour slot) just for the notoriety of getting it on the schedule, and weird bragging rights. _________________

They look to be about 2" high at the top of the head. They're smaller than the regular MLPs but perhaps still to big to be used as miniatures.
The custom flats would probably be the best bet.
If you do manage to run a game, be sure to tell us how it all went!
I found these on Deviant Art, and was going to use them to make my own figure flats if I could figure out how best to draw the manes and tails.

I've made a few tweaks.
I changed the "Fleet-Footed" racial advantage to simply "Fast," to avoid confusion with the Fleet-Footed Edge.
I also added a new Pony type, based purely on speculation. The original MLP series had Sea Ponies, which looked like sea horses and lived underwater. We haven't seen Sea Ponies in Friendship is Magic yet, but since "Aquatic" was an option in the race creation rules, I figured I'd try my hand at making them, too.
