Just got Space: 1889 and I'm reading through the rules on building ships.

When calculating Power Level and Efficiency (page 49), do you use the current tonnage of the ship, or the maximum tonnage of the ship?

example:
A Hull Size 1 ship has a maximum lift of 100 tons, a current tonnage of 50 tons, a Power level of 10, and an efficiency of 20.

Is the ships Interstellar speed;
(10*20)/100 = 2
or
(10*20)/50 = 4?
