How are they non-mount related? The +4 for damage (in effect, an automatic wound) is specifically for attacking from horseback, and the ability to level the attack while charging past and out of counterattack range is specifically due to the horse's superior Pace. You could match or exceed the Pace with Fleet-Footed, but "charging" on foot still wouldn't grant a damage bonus.
But anyway, I support Advances for horses if they are at risk and survive. A horse that rides along, is near a fight but doesn't get attacked, etc., wouldn't even have a chance.
But if the horse survives multiple attacks by terrantula swarms and large terrantulas... well, then, Bretbo's horse gets an Advance.  _________________ Matthew Cutter

Partly because those benefits are countered by their drawbacks.
Foes now have a very easy time cutting at your feet, which are still difficult for you to defend.
Pulling you from the saddle can knock you silly in addition to leaving you prone and surrounded by people (with sharp objects) that wish you ill.
Sure, your attack leverage is great, but your ability to defend against attacks is limited, especially if the horse is stationary.

The advantages of cavalry are 1) mobility (horse Pace), 2) less concern about encumbering troops (horse is the one carrying the weight), 3) intimidation (a cavalry charge is a scary thing to see coming), 4) getting the mass and momentum of the mount involved (the cited charge rules).
