Sorry to bother you again Clint, but this one has me stumped. I really do appreciate your help!
In the description of the Blast Power, it says "If the roll is failed, the blast deviates as a launched projectile." Does that mean Blast is not subject to the rule of a failed arcane roll = the power does not go off?

Nope. That refers to the attack roll result, not the activation result. As noted under the description for the Range statistic for powers (page 85 of SWEX), powers with a range listed in the form of X/Y/Z use the standard range modifiers and the arcane skill roll is also used as the attack roll.
Since all rules that apply to "attack rolls" then apply to that result for the purposes of whether the attack hits, it is possible to successfully cast the spell (TN:4) but still fail to hit the target (due to range, darkness, cover or any other penalties that apply to attack rolls).
So if a Blast fails activation, it doesn't go off, but if it succeeds on activation, but fails on targeting, then it deviates.
