Does the Beast Friend power allow a character to control animals, like Puppet?

If so, does the animal get a Spirit roll if ordered to attack friends or committing suicide, the same as Puppet?

If an animal is hostile, loyal to another character, or a magical familiar, does Beast Friend still control of it?

Pretty much as long as the animal is capable of the request (the caster can't command a dog to pick a lock).

The GM might allow it, but it would be a rare circumstance. Most animals don't have "friends" (even if they have packmates or the like) and "suicide" would be tricky to command an animal to perform (a lion might be commanded to jump off a cliff, but it can't attack itself).

Well, as the power states, "Nor does it work on conjured, magical, or otherwise "unnatural" animals."

So a magical familiar would be right out. Whether an animal is hostile makes no difference (in fact, that's a key use of the power to control hostile animals).

Whether loyalty to another character makes a difference is up to the GM. Most animals it probably would make no difference with, but the GM may make an exception for animals affected by an Edge like Beast Master or Beast Bond. He might allow the power to affect it, but give the animal a Spirit roll as above to act against the character with the Edge.
