I'm about to start a Evernight campaign, and I'm thinking of purchasing a Kep Hound.

So the first question is, Do Leadership Edges effect allied creatures with animal intelligence? (the book says "Troops" & "Extras" ... would a dog be a "Troop"?)

Next question, do Animal Companions Level Up like normal allies (1 in 3 chance
per session they see combat)?

Who picks their edges/advancements (the PC or the GM)?

And a bonus question (which has always troubled me), why would you ever take "Block" when you're Fighting skill is below d12 (why not improve Fighting for the better fighting ability AND +1 Parry)?

Normal animals aren't going to level-up or benefit from Leadership Edges.

They can benefit from Beast Bond, and if the animal companion results from the Beast Master Edge, it can level-up like an Ally (the Edge allows for that).

Generally, the PC could then choose what the level-up benefit is, but the GM could exercise veto power if it doesn't make sense.

Typically, there wouldn't be any reason. But keep in mind that the core rulebook has to be the foundation for any settings that come out. So Block having a lower Fighting requirement could be important in a setting where Block is a requirement to get another Edge, and they character may not want to wait until Fighting is a d12 to take one to get the other.
