Are werewolves vulnerable to powers? How about fire? If you're being grappled by a werewolf and your buddy grabs a log from the fire and whacks the werewolf, what happens? Does he get the +2 damage for fire? What if that's the difference between shaken and wounded? What if he casts smite on it also? With a raise? Does he get +6 damage? Does that damage count for wounding?

Finally, what if he pulls the Werewolf's tail to distract it? Would you call that an agility trick, a smarts trick, an intimidate, a taunt, or just a bad idea?

The werewolf invulverability applies to weapons, so any other form of attack isn't going to be affected.

As far as powers that affect weapons like Smite, that will be really dependent on the setting (not to mention the trappings), but in general, I'd say that it would affect a werewolf normally.

Fire could be similarly dependent on setting applications, but since it's not a "weapon," it could potentially wound a werewolf.

All of the above? Wink

Seriously, it could be depending on the exact description. Let the player decide.
