Ok, a vehicle's Armor is used "to calculate how much Toughness is negated by Armor Piercing round." I'm sorry, but I don't understand this. Given a compact car (Toughness=10, Armor=3) and an M-16 rifle (Damage=2d8, AP=2), how much Toughness is negated by the rifle's round? The way I see it, if Armor >= AP, then target is unharmed. Else roll for damages normally.
Therefore, base on the way I see it, an M-16 rifle will never damage a compact car.
Another way of looking at this is to subtract AP from Armor. Thus getting a 1. Do I add the difference to Toughness and then roll for damages normally?

You pretty much have it right with the second one.
The total Toughness is listed for the vehicle including Armor.
The number in parentheses is the Armor value for the vehicle, but remember, it's already included in the total.
AP can negate Armor, but it can't negate basic Toughness.
So an M-16 with AP 2 against a compact car 10(3) reduces the Toughness by 2 and compares the damage against an 8. But once you hit AP 3 or higher, it doesn't make a difference because 3 is the maximum amount of Toughness that can be negated by AP.
