OK, Bob, has a spell that allows him to attack using the cone template (Burst, I think.) with the flames trapping. When he shoots, he just aims and lets fly. Now, John, has the same thing but describes a large, flaming dragon head floating there spewing firebreath for the same damage and template. Good so far? Are these two different trappings? The latter one definitely has an intimidation factor involved that could scare away those of low Spirit. But that would give the plain old Burst power a bonus effect wouldn't it? And what is illusion anyway but the intimidation or persuasion skills with trappings? (It would seem you wouldn't even need AB: Magic, or would the trappings be magic?)

The thing about trappings is deciding if the trapping is enough to alter what the power does and how to do so. Honestly, this could go both ways. On one hand, it could be as you say, or an obvious illusion of a dragon's head spewing fire may be no more frightening than fire spewing from a person's hand.
If the player wants it to have an additional effect, then they should discuss it with the GM. In which case, I'd look at existing powers for that effect.
For instance, in this case, Fear seems to fit the bill. What I might recommend is to increase the cost to 3 PPs, decrease the damage to 2d8, and add that on a raise on the Spellcasting roll, the targets under the Cone Template have to make a Guts roll.
