You have to pay one edge to get the Harrowed edge. But when you read more on Harrowed later in the book (at work now so cant say the pages) it says something akin to "no matter how one become a harrowed one automatically gets a Harrowed-edge".
So there is really no cost what so ever for the Harrowed edge??
This really got me confused as i have a player who wants to start with the Harrowed edge.

There is a "cost" as it has to be taken like any other Edge.

Where it states a harrowed character gets "one Harrowed Edge" is on page 74 specifically under the header for "Harrowed Edges," a category of Edges only available to the Harrowed that are then listed immediately following that statement.

The actual Edge, Harrowed, is a Weird Edge not a Harrowed Edge itself and must be taken if the character wishes to start as a harrowed character.

At that point, he would also get one of the Edges listed under the Harrowed Edges category "for free" (as long as he meets the Requirements).
