The following rule description of a Valk's hit and run tactic is in the B&B book:

"Hit and Run: While mounted, differently from the normal rules, he can move part of his pace, do a shooting attack, and then finish his movement. It is considered an action ( so causing multi action penalty)."

My question is: in what way is this different from the normal rules? Our group has interpreted movement as a free action and players can always move part of their pace then finish their move (if they are running during the move they incur the MAP).

Does this mean the Valk rider can have his pony run part of its running pace then continue the rest of the movement without the -2 MAP?

Yup, that's the standard rule.

I think the description is just poorly worded and the ability likely means something more than what's stated. To give it some benefit above the standard rule, in my game I just interpreted it as a Valk Warrior being able to move part of their mount's pace, fire without the unstable platform penalty and then continue movement - as if they'd momentarily slowed their mounts speed. That may very well not be what Gramel intended, but it did provide a perk above the standard rule and it sort of mimicked the teqhnique Mongol and some Native American warriors had whereby they momentarily slowed their mounts just prior to the release of an arrow and sped up immediately afterwords. I didn't allow the avoidance though if their mount was running.

Of course any warrior can get the equivalent with the Steady Hands edge and it works for running too, but the Hit & Run ability is a freebie.

I must apologize.
It is clearly a designer error.
For some reason, when I wrote the rule I thought that you have to move AND then act, or the opposite, which is wrong.
I'll add this thing to the errata of the manual.

In the meantime, I propose you two alternative version of the Special Ability you can choose from:

1)A Valk rider can have his pony run part of its running pace then continue the rest of the movement without the -2 MAP (the same you proposed).
2)A Valk rider, when on saddle, can disengage from melee with a Riding roll without incurring in a free attack. A successful roll saves from the attack both rider and mount.
