My understanding is that you must get a raise on damage to inflict a wound, even if the target is already shaken. Does this essentially mean that a Hardy target is tougher by 4, but easier to shake?

Since a success with no raises on a Shaken target causes 1 wound exactly as if a single raise had been rolled ("If he was already Shaken, he suffers a wound and remains Shaken.").
That impacts the final chart since that effect is specifically the immunity that Hardy provides...
Which leads to these results for a Hardy character that is Shaken...
Shaken Hardy Target
Success: No effect (the benefit of Hardy)
1 Raise: 1 Wound
2 Raises: 2 Wounds
3 Raises: 3 Wounds
4 Raises: 4 wounds
and so on...
As a sidenote, I also took out the WC (Wild Card) reference since that doesn't impact the number of wounds caused by a damage roll just how it impacts the character taking them. I also noted specifically that the chart extends past 4 wounds in case that might confuse someone later.
