Do the Chinese Tongs in Shan Fan ever use firearms? If not, they seem like a pushover to a group of characters who sling lead.

If they do, would they typically carry a pistol, rifle, etc.?

Seeing as how the Chinese had guns before we did, I would say yes. Martial artists have more awesome ways to lay down the hurt, but your average gang member would rock whatever he could find.

Yeah, the Tongs also (at least in Shan Fan) don't have the police coming down on them for carrying firearms. Within their individual territories, the gangs are the law.

Given that Robin Laws (of Feng Shui fame) wrote the original Great Maze setting which detailed the Triads in Deadlands, I'd say ridiculous gunfights straight out of Hardboiled in Shan Fan are an intended part of the setting.

The Tongs use guns. A lot.

However, the Tongs do not use guns against each other. Their internal conflicts have to remain low-key, or they'll hurt business and their bosses will kill them. So they fight each other in more traditional means; kicks, clubs, and the occasional sword.

When they need to fight outsiders, then they reach for the guns. But they have to be aware that they'll need them - if they have time to prepare then they may use guns.

One weakness of the gun is a Martial Artist with deflection, or "Seize the Pearl of Death". The ability to throw someone's bullet back into their own skull makes guns less awesome against a serious martial artist.

I think the tongs could use guns whenever they want, even on each other. They run the town. Plus, the rival gangs shot each other up a bit in Big Trouble in Little China.

And we should always err on the side of Big Trouble in Little China. Very Happy
