Are there any rules governing trying to move faster than your 1/2 your pace in miles in an an hour when traveling overland? i.e. trying to hustle or push your mount.

Nope. As it is, the rules are intended for travel over such long distances that such pushing would be self-balancing. It would be up to the GM to apply such a case situationally.
