So I am being tasked with running Necessary Evil again for a mostly new group. There are a couple of players who have already played through the storyline so I want to change the story some so that the old players don't know what to expect either.
For one, I wanted to get rid of Star City. Yes I know how integral it is to the main story, but I want to run my players as local villains (in Seattle). Also I'm going to get rid of Dr. Destruction or at least change him from being you-know-who.
The V'sori have still invaded, and there's still Atlantis.
I'm thinking that instead of the Outsider being the one to cause Supers, instead it's the ancient Atlanteans, who's race have been hunted by the V'Sori. The Atlanteans escaped to Earth a long time ago and have been quietly interfering with humanity's development.
But just as humanity was exhibiting the super powers that would make them viable soldiers, they were found by the V'Sori.

I guess the big question is...

Because even he doesn't mess with Microsoft!
Seriously though, I would probably modify the setting so that the V'sori haven't bombarded every city on the world: just a few to make an example. Seattle happens to be one where lots of Proteans (or Atlanteans if you're taking them out too) showed up after the war and so there were a bunch of supers. The V'sori are trying to keep a fragile extension of their empire together now, so instead of bombarding Seattle too from orbit, the V'sori just rely on more civilized methods these days like the orbital laser cannon (from the Fire from the Sky Savage Tale). They also want to keep some of the supers around for special projects (like in Hunting the Hunters).
This would probably also mean that the Return of the Outsider plot point wouldn't happen and you would just go straight from 9 to 11 using Dr. Destruction's route. _________________ Wild Card Creator: Any PDF. Any Setting. No Extra Cost.

The Proteans are gone as is the plot point campaign. I'm leaving it to my players to figure out how to fight the V'Sori. I found that the Plot Point in NE catered to a specific type of villain (the anti hero) but my players want to play true villains. They have no interest in saving the first family, just torturing the info out of the daughter. So I am going to go more sandbox with specific things that have to be brought down before they can get to the Overmind. How they go about it is up to their team.
Here's what I have so far for background.
Story Background
Atlanteans - The Atlanteans were an outcast part of the V’Sori race that were hunted by the more militant and technical parts of their species.
They settled on Earth after eluding their pursuers and dwelt mostly in secret beneath the oceans. As humanity began to develop into a promising species, the Atlanteans began to adjust our evolution in the hope of creating a superpowered fighting force to defend the Atlanteans and perhaps one day reconquer their home.
Unfortunately they were discovered by a V’Sori scout force just as the forced human evolution began bearing its superpowered fruit.
Most Atlanteans were destroyed by the V’Sori attack but a few scattered survivors as well as their half-breed children hide among the humans. The pure Atlanteans still hold out hope that they can seize control of the humans and that they can beat back the V’Sori.
Pure Atlanteans are not very altruistic where humans are concerned. They still see us as a labor force to win them back their place in the galaxy. Most half-breeds don’t know that they are half-Atlantean and are likely to be treated as tools just like any other human.
The V’Sori – The V’Sori-Atlantean split was originally caused by a difference in philosophy. Atlantean religion promoted power through nature and some were able to become super-beings among their own race. Those that remained weak became second class citizens.
Those lower citizens became the V’Sori, and they empowered themselves through technology. Their powerful weapons and sheer numbers allowed them to overthrow the Atlantean masters. Now the V’Sori travel the universe searching for escaped Atlanteans and conquering other species, ensuring that they are the masters over all.

Dennis Detwiller, by which I mean Godlike. Powers area product of faith and belief. That power and faith can be tapped from the general public kind of like the kids at home wishing for tinkerbell to be alive. Downside is that all the rain and lack of vitamin D results in depression that cripples the supers. _________________ Savage Worlds doesn't even have a bell curve. If you're going to turn it all upside down anyway, and the players are going to be true villains, then how about adding an Anvil of Stars style twist.
The Atlanteans are the descendants of an apocalyptic V’sori death cult, who were banished millenia ago for vile rituals and worshipping dark gods. The V’sori were a highly advanced and generally peaceful civilisation, and refused to simply execute the rebel faction, choosing instead to send them away into exile.
But the rebel faction didn't forgive, and they didn't forget. They plotted and planned, and launched a series of mystical attacks on the V’sori homeworld along with its colony planets, wiping out every last man, woman and child. Only one V’sori colony survived, having been established on a world that was discovered after the Atlanteans had been banished.
The surviving V’sori have come for justice, or perhaps they just want to neutralise the threat before it eliminates them as well. They could have simply destroyed the Earth, but felt that would have made them just as evil as the Atlanteans. It's not the humans fault that the Atlanteans had infiltrated and taken control of their world governments! However this would explain why the Overmind shows restraint - he might be angry and desperate, but he's not evil.
Those with superpowers are descended from Atlanteans. Perhaps their powers are a side-effect of the arcane ritual that extinguished the lifeforce of trillions of V’sori. Or maybe they're the result of Atlantean experimentation. But whatever the reason, their power is clearly Atlantean in origin, and the V’sori view both superheroes and supervillains alike as tools and weapons of their great enemy. |

Years before the current game time
There was a massive battle between the Atlantien and V’sori fleets high above Pluto. As far as any one knows both fleets were totally destroyed and this pyrrhic encounter left both races too exhausted to continue the war for the time being
Unknown to the rest of the Solar system
A male human slave technician and a female V’sori warrior had there respective ships crash on Pluto and were lost and abandoned and never rescued as they were the only survivors of the battle. Together they learned to survive this hostel world of highland glaciers and steamy jungle caverns and even had a daughter the solar systems first Human/V’sori hybrid green skinned artic jungle girl. The father built her weapons out of wreckage from the ships and her mother taught her the ancient V’sori martial art of Fang Foo
While exploring the Plutoian highlands she fell into an ice chasm and was frozen solid but thanks to the high levels of glycerol in her blood (from her mother’s reptilian ancestry and her dad’s untreated diabetes) that acted like natural anti freeze she was put into a state of suspended hibernation
Centuries later she is found by the player characters.. She will be sought by many factions who either want to destroy her as an abomination, possess her or use her for a symbol of unification for the two races

My thoughts:
They found that something in the Earth causes their orbital Bombardment Rays to feed back and destroy their own ships. This delayed the full conquest, as it had to be a harder fought ground conquest rather than a display of superior firepower.
This of course left many cities looking more like WW2 cities rather than just smoking craters.
Why is there a Reaction...Thats for the Villans to find out. _________________ Aperture Science:

Just eliminate Orbital Bombardment Rays from the equasion. That's a lot of atmosphere it has to go through and no ship can produce enough energy to make it effective. However, dropping a "Thor's Hammer" from orbit is perfectly feasable. https://en.wikipedia.org/wiki/Kinetic_bombardment
