I had done a run through using savage worlds and a Player wanted to run a psionic Character, but unfortunately there were no rules regarding telepathy. is there anything I can use to simulate telepathy?

Kind of depends on what kind of "telepathy" you want.
Both Slipstream and the Sci-Fi Worldbuilder Toolkit have additional powers specifically for psionics, including a Telepathy one. It basically allows mental communication with another.
Necessary Evil has some psionic races with inherent telepathic communication that's more limited and only works if the other character also has the ability.
Heck, it's not unfeasible to adapt a telepathy power using trappings for Speak Language from the core rulebook, since it does effectively allow communication, just adding the benefit of nonverbal to it.

And then there's mind reading in the Deluxe rules. Not terribly communicative, but it's definitely a kind of one-way telepathy. _________________ "Got a problem? I've got the solution: Rocket Launcher."

I tried to do something similar in my Sookie Stackhouse thread. Sitting Duck then suggested I check out a Sharkbytes article called "It’s a paranormal world after all" - it has some really nice psychic edges in it.
The Supernaturalis cap-setting I posted yesterday also allows you to create telepaths.
