First off, the clarify, Burst allows an opposed Agility roll vs. the caster's result, not a basic roll at -2.
The answer to whether Blast allows a roll to avoid it is... maybe.
Depends on the trappings really. Like grenades and artillery, if the target could potentially see the danger coming, then they might get the roll. On the other hand, if there's not really any chance to see the danger coming, then likely no roll.
Most important thing is for the GM to consider the impact on the setting. In a fantasy game, having access to the only Area Effect attack is likely enough benefit without adding "unavoidable" to it. _________________ Clint Black
