Many hero clix would work

One the comes to mind is Scourge




and also for the police look up Metropolis police

BobMurch's minis are awesome! I highly recommend them.

There are many other minis that would be appropriate.

Copplestone Casting has gangsters. Their High Adventure and Kiss Kiss, Bang Bang lines have lots of figures for this genre.

Blue Moon Manufacturing has gangsters, pulp minis, and 28mm 20's/30's cars.

Artizan Designs has lots of great minis in their Thrilling Tales line that would work.

Also - search for the old Matchbox Cars of Yesteryear vehicles. Many of them are from this period and work quite well for 28mm.
