How does the Entangle power affect a character's parry? Or an opponents fighting roll against them ? The rules state a partially entangled character's actions linked to Agility or Strength are at -2, while if fully entangled they cannot make any action based on Agility or Strength.

A partially entangled character's Parry is unaffected. A full entangled character cannot use any skill linked to Strength or Agility. That's not just limiting actions; they can't use those skills at all. Since Fighting is linked to Agility, that means the character effectively has no skill in it, which would be a Parry of 2.
