I was thinking about possible ways to use the Mind Control power.

With the Mind Wipe modifier you can make them forget what they've done during the Mind Control period. Could you also use that to make them forget how to fight or drive for example?

Also could Mind Control be used to turn off a person's senses. So you could turn off their brain's optic center so the person can no longer see, for 2d6 rounds or something.

Not unless they learned to do those things while Mind Controlled (which is highly unlikely).

If you want to reduce a character's Traits, take the Negation power and give it the trapping of "skill wipe" or something.

Mind Control allows controlling the character's actions, not altering their physical capabilities. So a target could be commanded to close their eyes, but not to "turn off" parts of their brain (unless they had the power to do so).

Like Negation above, to get alternative effects requires paying the PPs for the power that could provide it or possibly taking limitations through trappings in order to "pay for" those benefits. Though in this case, the benefits are so powerful as to be powers in their own right and wouldn't be feasible as trappings without severe limitations all around.
