When purchasing ammunition for the character's ship, do the players have to purchase gunpowder separately, or is it included in the price for the ship ammunition.

In other words, would powder for the cannons consume cargo space?

Yep. Gunpowder is gunpowder whether carried as cargo or used in the cannons. The usage for cannons is listed on page 43 (with the adjustment for 4-pdrs/16-pdrs on page 30).
