I'm looking at getting this setting and I have a question.

What, if any, Arcane Backgrounds are official in Slipstream?

Psionics and Weird Science. Arcane Skill Weird Science is available to anyone, but does not allow for the creation of devices just there use, you need the edge for devices

There's Weird Science that is legal and is open to anyone, and Psionics, which Queen Anathraxa has declared illegal and will relentlessly hunt down known practitioners. One race, the Psiclops, have been persecuted nearly to extinction, but the odd ability pops up occasionally in other races, too.
You can also give new races a power that only they use, like generating a fear aura when frightened, or farting helium, etc.
This wouldn't stop me from creating, say, an ancient race that uses something akin to magic, though I'd probably still make it psi based.
And it would be outlawed if the Queen ever got wind of it.

What they said.
In my group I've got one with Weird Science and two with Psionics (although one of them just bought the edge to provide a bit of extra story to his character and isn't really developing or using it).
I've also got one player who wanted to make his own race and give it arcane shadowy powers. (We decided they're a secret slave race of the mysterious Stygians.)

One of the fun things of course, is that the psioniscists and the shadow-caster have to be very careful about how and when they use their powers as they would quickly become hunted by Anathraxa's forces if they were ever too obvious.
